A view against “Cap and Trade” policy from LAT Op Ed:

Michael K. Dorsey (Asst Prof of Env. Studies at Dartmouth College) argues that cap-and-trade favors big polluters without curbing global warming gases. His detailed article can be found here. His essay argues that carbon trading in the European Union has not worked largely because the polluters originally over-estimated their pollution rates so that more “pollution credits” would be issued, hence European carbon emissions have not declined. Likewise, the control plan allowed big polluters to buy cheap offsets from abroad that do not reduce the overall production of CO2. Dorsey’s final view appears to that the reduction targets set by the cap-and-trade system are not low enough, and the loopholes are too large.
